How Churches Can Help Vulnerable Residents Post-Disaster
The Florida Division of Emergency Management (FDEM), led by Executive Director Kevin Guthrie, has soft-launched Operation Clear Path—a community-focused initiative designed to bridge the gap between emergency response agencies and vulnerable residents recovering from severe weather and natural disasters. Overview of Operation Clear Path
Operation Clear Path connects faith-based organizations, local churches, and non-profit volunteer groups directly with high-need residents across Florida who require hands-on assistance clearing storm debris from their private property following a hurricane or major disaster.
Key Objectives & Mission
Protect Vulnerable Homeowners: Focuses assistance on senior citizens, disabled veterans, individuals with mobility challenges, and residents listed on Florida’s Special Needs Registry.
Bridge the Legal Funding Gap: By law, government agencies cannot legally spend public taxpayer funds to remove debris from private property. Operation Clear Path coordinates vetted volunteer labor to safely fill this critical void.
Mobilize Faith-Based & Community Partners: Empowers local congregations and disaster recovery non-profits to serve as official state-coordinated response partners.
Accelerate Community Recovery: Clears blocked driveways, fallen tree limbs, and hazardous yard debris so residents can safely access their homes and essential services after a storm.
Why Operation Clear Path Matters
During post-disaster recovery, public works and government road crews focus on clearing primary transportation corridors, emergency routes, and public rights-of-way. However, many vulnerable Floridians are unable to clean up their own yards or pay out-of-pocket for private removal services.

How it Works
Identification & Registration: Vulnerable residents requiring disaster assistance are identified through emergency management networks, local outreach, and the Florida Special Needs Registry.
Coordination: FDEM coordinates with regional faith-based groups and non-profit partners to route resource requests to available volunteer teams.
Deployment: Volunteer teams deploy directly to properties to clear fallen trees, debris, and structural hazards safely.
